Update 7/3/19
We discovered the root cause for this issue – TLS 1.0 was disabled on the server during the installation. Typically, TLS 1.0 is enabled by default on Windows servers. However, due to security concerns, your IT department may disable it. You can check if TLS 1.0 is disabled by viewing the registry entries:
Disabled:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Client]
“DisabledByDefault”=dword:00000001
“Enabled”=dword:00000000
Enabled:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Client]
“DisabledByDefault”=dword:00000000
“Enabled”=dword:00000001
By default (enabled), the key [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Client] may not exist in the registry. This is normal.
