When someone accesses a file, Windows locks it to prevent other users from making changes to it. When the person is done and closes the file, Windows releases it (i.e. unlocks it). Sometimes Windows keeps the session open even if the user is no longer there. When that happens, the file remains locked.
Go to the computer that hosts the file, and go to the Control Panel. Search for Administrative Tools, and navigate to Open Files:
Control Panel > All Control Panel Items > Administrative Tools >
Computer Management > System Tools > Shared Folders > Open Files
Right click on the file and select Close Open File.
